Současný systém příspěvku na péči pro lidi s postižením je nedostačující. Zejména lidem s těžším postižením příspěvek nepokrývá takový rozsah péče, jaký k plnohodnotnému životu potřebují.
Chceme tento systém změnit a prosadit zavedení pátého, individualizovaného stupně příspěvku na péči, který by zajistil lidem s postižením tolik pomoci, kolik potřebují.
Budeme vyvíjet soustavnou advokační aktivitu, iniciovat veřejnou debatu, sbírat data pro argumentaci a působit na politiky s cílem prosazení novely zákona o sociálních službách, která by pátý stupeň zavedla.
Pátý stupeň v roce 2022 testujeme v rámci pilotního projektu Pátý stupeň.

Projekt podpořila Nadace OSF v rámci programu Active Citizens Fund, jehož cílem je podpora občanské společnosti a posílení kapacit neziskových organizací. Cílem programu je dále inspirace k aktivnímu občanství a pomoc znevýhodněným skupinám. Program Active Citizens Fund vstoupil do České republiky v září roku 2019 s cílem podpořit neziskové organizace nehledě na jejich velikost a zkušenosti. V České republice jej spravuje konsorcium, které tvoří Nadace OSF, Výbor dobré vůle – Nadace Olgy Havlové a Skautský institut. Program je realizován v rámci Fondů EHP a Norska 2014–2021. Prostřednictvím Fondů EHP aNorska přispívají státy Island, Lichtenštejnsko a Norsko ke snižování ekonomických a sociálních rozdílů v Evropském hospodářském prostoru (EHP) a k posilování spolupráce s 15 evropskými státy. Důležitým posláním programu je také spolupráce mezi Českou republikou a dárcovskými státy. Jde o spolupráci mezi českými neziskovými organizacemi a organizacemi z Islandu, Lichtenštejnska a Norska.

About the project
Current care allowance system for people with disabilities in the Czech Republic is unsatisfactory. Especially people with higher support needs cannot access sufficient care since the allowance is far too low.
Care allowance system is defined in the Social Services Act (No. 108/2006 Coll.) that specifies the amount of benefits each person is entitled based on their level of dependency. People with the highest level of dependency (4th degree) are entitled to 19 200 CZK per month (approx. 790 EUR). Given the current cost of personal assistance, this amount covers fewer than 5 hours of care per day.
We want to change this system and introduce the fifth, individualized level of care allowance that would provide disabled people with sufficient means to cover their real care needs. We will make an advocacy effort, initiate public debate, collect data and evidence to support policy and lobby politicians with the aim to amend the Social Services Act and introduce the fifth level. The aim of the project is therefore to introduce the fifth, individualized level of care allowance for people with the most severe disabilities.
Project´s target group is people with disabilities living in the Czech Republic, namely those with the highest support needs. These people will gain the opportunity to use more personal assistance they need to lead a fulfilling life.
The secondary target group is the relatives and other informal carers of people with disabilities, whose socio-economic situation will improve significantly.

The project is being supported by the Open Society Fund Prague from the Active Citizens Fund. The programme promotes citizens’ active participation in the public life and decision making and builds capacities of civil society organizations. It promotes respect of human dignity, freedom, democracy, equality, the rule of law and the respect for human rights including the rights of persons belonging to minorities. Active Citizens Fund came to the Czech Republic in September 2019 with the goal to support CSOs regardless of their size and experience. It is operated by the Open Society Fund Prague, Committee of Good Will – the Olga Havel Foundation and Scout Institute. The Active Citizens Fund is financed from EEA and Norway Grants 2014–2021. With EEA Grants, Iceland, Liechtenstein and Norway contribute towards a reduction in economic and social disparity and the strengthening of mutual cooperation in Europe. One of the important objectives of the programme is strengthening bilateral cooperation between donor and beneficiary states through financial contributions in specified priority sectors. It supports bilateral relations between the donor states Norway, Iceland, and Liechtenstein and the Czech Republic.
